In the characteristics of laws and regulations, a private school, like a book adorned with letters of the golden system of education and upbringing, teaches the lives of students with precision and tranquility, so that in the greenhouse of learning, they may cultivate the budding flowers of their future
- Article One: This law, based on the provisions stated in Articles 17, 43, 44, 45, 46, and 47 of the Constitution of Afghanistan, is established to regulate educational affairs in the country.
- Article Two: This law has the following major objectives: Ensuring equal rights to education and training for the citizens of the Islamic Republic of Afghanistan by promoting and developing a universal, balanced, and just education system. Strengthening the spirit of Islamic values, patriotism, national unity, preserving independence, defending territorial integrity, safeguarding national interests and dignity, and fostering loyalty to the Islamic Republic of Afghanistan. Educating children, adolescents, and youth as devout individuals and useful, healthy members of society. Developing the moral, emotional, intellectual, physical, and social abilities of students. Strengthening the spirit of respect for human rights, supporting women's rights and democracy, and eliminating all forms of discrimination in light of Islamic values and combating drug addiction. Enhancing the sense of individual responsibility, social responsibility, and legal compliance among teachers, professors, instructors, and other educational staff. Providing opportunities for parental and community participation in educational management and attracting their material and moral support for the growth and progress of education. Educating citizens to actively participate in economic and social development and reducing poverty in the country. Ensuring compulsory primary (basic) education and providing secondary education opportunities according to societal needs. Providing and promoting pre-school education according to the needs of the country’s children. Ensuring and promoting teacher education, Islamic education, technical and vocational education, and professional and artistic education in the country. Eradicating illiteracy and providing accelerated learning opportunities for school dropouts, both children and adults, in the country. Improving the quality of education by utilizing contemporary experiences according to the country’s needs and Islamic and national values. Developing and enhancing the scientific and professional levels of teachers, professors, instructors, managers, and other employees of the Ministry of Education. Developing a unified curriculum that meets the demands of the times and contemporary standards. Establishing, expanding, upgrading, constructing, repairing, and equipping schools, madrasas, and other educational institutions.
- Article Three: Citizens of the Islamic Republic of Afghanistan have the equal right to education and training without any form of discrimination.
- Article Four: Primary education (basic education) in Afghanistan is compulsory. Education in pre-school, primary (basic), secondary, technical-vocational, professional, artistic, official Islamic education, higher education (13th and 14th grades), teacher training, literacy, and life skills training in public educational and training institutions is provided free of charge. - Article Five: Children, from the age of six until they complete nine years of age, are required to enroll in primary (basic) education schools. Children who are older than kindergarten age but not yet old enough to enroll in school will be enrolled in pre-school education programs. For children and adolescents older than nine years, education and training opportunities will be provided according to the relevant regulations.
- Article Six: The Ministry of Education is the highest authority for planning, administering, guiding, and implementing the objectives outlined in Article Two of this law and is responsible for organizing matters related to the education and training of lower-level academic programs below the bachelor's level throughout the country.

- **Article One:** This regulation is established in accordance with the provision outlined in Article 11 of the Education Law.
- Article Two: The objectives of this regulation are as follows: Ensuring access to quality education for the citizens of the country. Providing opportunities for private entrepreneurs to participate in the development of education. Expanding general education, Islamic education, technical and vocational education, teacher training, special education, and literacy by adhering to Islamic principles and contemporary pedagogical foundations through the creation and strengthening of cooperation between private and public educational institutions. Facilitating the exchange of experiences between private and public educational institutions and utilizing each other's effective and successful educational and training methods. Regulating the establishment, curriculum, educational plans, and admission requirements for students, teachers, professors, and instructors in private educational institutions. Providing more educational facilities and opportunities for students. Monitoring the activities of private educational institutions.
- Article Three: The following terms in this regulation have the following meanings: Private Educational Institution: Includes institutions for general education, special education, Islamic education, technical-vocational, professional and artistic education, teacher training, and literacy established by natural or legal persons (domestic and foreign). General Education: Pre-school, primary, and secondary education taught according to the standards and curriculum of the Ministry of Education’s general education program in a private educational institution. Special Education: Education provided according to the standards and curriculum of the Ministry of Education’s special education program for students with special educational needs, including persons with disabilities, in a private educational institution. Islamic Education: Education taught according to the standards and curriculum of the Ministry of Education’s Islamic education program in a private educational institution. Technical-Vocational, Professional, and Artistic Education: Education provided in specialized fields for grades 7 through 12 and beyond to grade 14, taught according to the standards and curriculum of the Ministry of Education’s technical-vocational education program in a private educational institution. Teacher Training: Education provided to train professional teachers in various fields by a private educational institution, following the standards and curriculum of the Ministry of Education’s teacher training program. Literacy: Basic and post-literacy education (reading, writing, arithmetic, and life skills) taught according to the standards and curriculum of the Ministry of Education’s literacy program in a private educational institution. International Private Educational Institution: An institution established to provide education and training for the children of foreign nationals residing in Afghanistan. International Educational Curriculum for Private Educational Institutions: An internationally recognized curriculum from a foreign country, taught in the language of that country in an international private educational institution. Founder: A natural or legal person who, as the responsible party for the institution, provides the financial resources, educational materials, and equipment for the private educational institution and obtains the establishment license from the Ministry of Education. Responsible Manager: A person who organizes and manages the teaching, administrative, and other educational and training activities of the private educational institution. Unified Educational Curriculum: A standard that establishes the overall goals of general and private education, based on which the Ministry of Education prepares and organizes textbooks, teaching methods and evaluations, materials, and educational aids. Educational Plan: A table that specifies the number of subjects and weekly class hours for each grade according to the educational curriculum and is implemented uniformly in private educational institutions after approval by the Ministry of Education. Guarantee: Cash funds deposited in one of the state banks according to the provision stated in part (5) of paragraph (1) of Article Six of this regulation. Activity License: A written document issued to the founder by the Ministry of Education according to the provisions of this regulation. Active Learning: The acquisition of knowledge and information in which the learner reconstructs it through mental, physical, group activities, and exercises, understands its internal and external components and connections, and gains the skill to apply it in out-of-classroom conditions. Tuition (Fee): The amount charged at the end of each month during the educational year in exchange for educational and training services provided. Enrollment Fee: A one-time fee charged when enrolling in the institution.
- **Article Four:** The founder is at the head of the private educational institution and is responsible to the Ministry of Education for all matters related to the institution in accordance with the provisions of this regulation.
